On April 18, 2020 Avv. Lifang Dong, president of Silk Council Association and founder of Dong & Partners International Law Firm, was invited to give an online lecture on "Deep State in China" to 40 public officers and graduates in economics, law and political science in the Master in Intelligence at Calabria University directed by Prof. Mario Caligiuri, President of Italian Intelligence Society (SOCINT). During the lecture, Avv. Dong started from a geopolitacl analysis of the covid-19 scenario and a definition of “Deep State” as social, political, administrative and military organizations, that can influence the decisions of the Government of a Country. During the global health emergency, she compared the reactions and measures implemented in different countries like China, Italy, UK and USA and the social, economic and geo-politacal impacts.Nowdays China and Italy became models in the management of health emergency for other countries. Then she dealt with the geopolitical role of China and wonder about the existence of a Deep State in China. She said: “In China the state, the deep state and the Communist Party are the same thing. They move synergistically with civil society itself for China's economic and social development”. To describe the involvement of the civil society in the intelligence policies, Avv. Dong referred to chinese policies on smart cities and the innovative social credit system for the well-being of the community. China is also featured by a military, business and civilian national security integration mechanism. To this end she referred to the Chinese cybersecurity law and the China’s National Intelligence Law and also to Huawei and 5G cases. Finally Avv. Dong concluded: “For someone's, China is threat, for others China is a partner. However, the global challenges, such as the Covid-19, can only be faced together overcoming ideological bias and with international solidarity. That's why I welcome the project of a New Health Silk Road, which will be placed side by side with the economic, political, social and digital one. Behind a crisis, such as the current Covid-19 emergency, there is always an opportunity. Il 18 aprile 2020 l'Avv. Lifang Dong, presidente dell'Associazione Silk Council e socio fondatore dello studio legale internazionale Dong & Partners, è stata invitata a tenere una docenza in video conferenza su "Deep State in Cina" a 40 funzionari pubblici e laureati in economia, giurisprudenza e scienze politiche nel Master in Intelligence dell'Università della Calabria diretto dal Prof. Mario Caligiuri, Presidente della Società Italiana di Intelligence (SOCINT). Durante la lezione, l'Avv. Dong è partita da un'analisi geopolitica dello scenario covid-19 e da una definizione di "Deep State" come organizzazioni sociali, politiche, burocratiche e militari, che possono influenzare le decisioni del Governo di un Paese. Durante l'emergenza sanitaria globale, l'Avv. Dong ha comparato le reazioni e misure implementate nei vari paesi, tra cui Cina, Italia, Gran Bretagna e Stati Uniti, nonché l'impatto socio-economico e geopolitico. Oggi la Cina e l'Italia sono visti da molti paesi come modelli nella gestione dell'emergenza sanitaria. Quindi è passata a descrivere il ruolo geopolitico della Cina e si è interrogata sull'esistenza di un “Deep State” in Cina. Ha detto: “in Cina lo Stato, il Deep State e il Partito Comunista sono la stessa cosa. Si muovono in sinergia con la stessa società civile per lo sviluppo economico e sociale della Cina”. Per descrivere il coinvolgimento della società civile nelle politiche di intelligence, l'Avv. Dong si riferisce alle politiche cinesi sulle smart cities e all'innovativo social credit system per migliorare il benessere della comunità. La Cina è inoltre caratterizzata da un meccanismo di integrazione della sicurezza nazionale militare, commerciale e civile. A tal fine ha fatto riferimento alla legge cinese sulla cybersecurity e alla legge cinese sull'intelligence nazionale, nonché ai casi Huawei e 5G. Infine l'Avv. Dong ha concluso: “Per qualcuno, la Cina è una minaccia, per altri la Cina è un partner. tuttavia, le sfide globali, come Covid-19, possono essere affrontate solo insieme, superando pregiudizi ideologici e con solidarietà internazionale. Per questo accolgo con favore il progetto di una Nuova Via della Seta Sanitaria, che si affianchi a quella economica, politica, sociale e digitale. Dietro una crisi, come l'attuale emergenza Covid-19, c'è sempre un'opportunità. Nel nostro caso c'è la possibilità di diventare una società più solidale, moderna e sostenibile”.Ringraziamo il Prof. Mario Caligiuri per l'invito e a tutti gli studenti che hanno partecipato alla lezione.
