Care Amiche e Cari Amici,

ci troviamo insieme a scrivere una nuova pagina di storia. Fino a poco tempo fa non avremmo mai immaginato di trovarci in una situazione come quella attuale. Purtroppo l'emergenza sanitaria globale è un problema che riguarda da vicino ognuno di noi e che sta modificando le nostre abitudini di vita.

Il rapido diffondersi del covid-19 a livello globale ha fatto sì che l'Italia diventasse uno dei paesi più colpiti dall'epidemia. Così per cercare di fermare i contagi, il Governo Italiano prima con dpcm del 9.3.2020 ha dichiarato tutto il territorio nazionale “zona rossa”, applicando stringenti misure restrittive di assembramenti di persone con conseguente chiusura temporanea delle scuole e sospensione di eventi culturali, sportivi e sociali fino al 3.4.2020. Poi con dpcm del 11.3.2020 ha sospeso fino al 25.3.2020 tutte le attività commerciali al dettaglio e le attività inerenti i servizi alla persona (fra cui parrucchieri, barbieri, estetisti), fatta eccezione per le attività di vendita di generi alimentari e di prima necessità, le edicole, i tabaccai, le farmacie e le parafarmacie. Inoltre restano garantiti, nel rispetto delle norme igienico-sanitarie, i servizi bancari, finanziari, assicurativi nonché le attività di produzione e distribuzione del settore agro-alimentare e di produzione industriale.

L'Italia, dopo la Cina, è ormai il secondo paese al mondo per decessi e contagi da Covid-19 e molti altri paesi europei stanno sfortunatamente seguendo le sue orme, come dimostrano i dati statistici. Dati, che sono in costante evoluzione e che fino ad oggi hanno mostrato un vertiginoso aumento dei contagi in pochi giorni. Spagna, Francia e Germania, ad esempio, hanno rapidamente superato i 2.000 contagi nei rispettivi paesi.

Da più di due settimane, l'Italia sta pagando a caro prezzo in termini di immagine internazionale la sua scelta responsabile di affrontare, da subito, questa sfida globale con la massima trasparenza, mettendo al primo posto la salute e la sicurezza dei cittadini in Europa. Allo stesso modo, da più di due mesi la Cina, affrontando come l'Italia enormi sacrifici economici e sociali, si è assunta la responsabilità di contenere il contagio in altri paesi, collaborando e condividendo il proprio know-how ed i risultati conseguiti in questo breve lasso di tempo con la comunità internazionale. Come i cinesi, ora anche gli italiani stanno cominciando ad essere vittima di episodi di discriminazione e razzismo nel mondo. Con la complicità di una comunicazione distorta, alimentata da una sovrabbondanza di informazioni non sempre veritiere, l'Italia e la Cina sono purtroppo spesso dipinte come gli “untori della peste” da isolare e tenere a distanza.

L'Italia e la Cina stanno invece affrontando con estrema professionalità, umanità e competenza questa emergenza, ottenendo incluso gli elogi dell'Organizzazione Mondiale della Sanità (OMS). L'Italia nel suo piano di emergenza si sta ispirando progressivamente alle misure già adottate dalla Cina, che sono state definite dall'OMS come le uniche misure efficaci in questo momento per contrastare il virus. La Cina sta vincendo la battaglia contro il virus e sta gradualmente tornando alla normalità, con una curva epidemica in discesa. Al 11 marzo 2020, la Cina ha registrato un bilancio totale di 80.796 contagi, ma i guariti sono saliti a 62.826. In Italia, alla stessa data, i contagi sono aumentati a 15.113 e 1.258 guariti. Quindi questo virus può essere sconfitto, solo se si adottano misure drastiche come quelle cinesi. Tuttavia, il diverso contesto politico e culturale italiano fa sì che le misure drastiche di contenimento del contagio adottate dalla Cina, siano difficilmente accettabili ed attuabili tempestivamente in Italia. Queste misure sono spesso percepite come una privazione della libertà personale, quando invece dovrebbero essere assunte come un atto di responsabilità sociale verso le fasce più deboli della società come le persone anziane, i minori, i disabili e tutti i malati che abbiamo il dovere di tutelare, evitando il collasso del sistema sanitario nazionale ed il sovraccarico della protezione civile e delle altre forze pubbliche. La battaglia contro il virus si combatte con pazienza e con i nostri comportamenti individuali, ma soprattutto si vince insieme.

Non è tempo per divisioni politiche, egoismi e polemiche. Bisogna remare tutti nella stessa direzione e seguire le raccomandazioni del governo. Da questi sacrifici potrebbero sorgere inoltre delle opportunità come ad esempio il rafforzamento della coesione internazionale, lo sviluppo della digitalizzazione nei pubblici servizi e nel lavoro privato, una maggiore sostenibilità ambientale ed un cambio di mentalità globale verso uno stile di vita qualitativamente più sostenibile. In cinese il termine “crisi” (危机 “wēijī”) è composto da due ideogrammi, “wēi” （危）significa pericolo e “jī” （机） opportunità.

La Cina e l'Italia in questa fase delicata hanno espresso reciprocamente amicizia e sostegno, rafforzando il loro legame diplomatico, di cui quest'anno si festeggia il 50° anniversario. Dopo la mobilitazione della comunità cinese in Italia e nel mondo, della comunità italiana e internazionale e del Governo Italiano per aiutare la Cina quando era nel pieno della difficoltà, ora è la Cina che sta aiutando l'Italia. A seguito del colloquio del 10.3.2020 tra il Ministro degli Esteri Italiano Luigi di Maio ed il suo omologo cinese Wang Yi, la Cina si è impegnata a fornire all'Italia 1.000 ventilatori polmonari, 50.000 tamponi, 20.000 tute protettive, 100.000 mascherine di massima tecnologia e 2 milioni di mascherine mediche ordinarie. Si è inoltre discusso di avviare una grande cooperazione sanitaria e tecnologica tra i due Paesi in favore dell'Italia. Cosi il 11.3.2020 sono partiti dalla Cina anche un gruppo di medici esperti dell'Ospedale di medicina Cinese ed Occidentale dell'Università di Sichuan insieme a dei volontari della Croce Rossa cinese per condividere con l'Italia la loro esperienza nella lotta contro il coronavirus. Altre istituzioni a livello provinciale e municipale, associazioni ed imprese cinesi dalla Cina e numerose associazioni e imprese cinesi in Italia si sono inoltre mobilitate per raccogliere fondi e donare mascherine e prodotti sanitari agli ospedali italiani ed a tutta la comunità civile. Ad esempio da Wenzhou, la mia città natale, da cui provengono la maggioranza dei cinesi residenti in Europa, è partita una campagna di raccolta fondi per aiutare l'Italia a combattere l'epidemia di coronavirus. Il 1.3.2020 un carico di 2.600 paia di occhiali protettivi, per un valore di 200.000 yuan (circa 28.690 dollari), prodotti da aziende locali e donati dall'associazione degli ottici di Wenzhou, è stato caricato su un aereo con destinazione Torino. Il 3.3.2020 l’Unione generale delle scuole cinesi in Italia ha donato alla Regione Lombardia 30.000 guanti monouso, 600 mascherine FFP3 e 400 tute protettive. L'11.3.2020 è partito un carico di 26,4 tonnellate di prodotti sanitari donati dalla Provincia dello Zhejiang per aiutare la comunità cinese in Italia, che a sua volta a gennaio aveva donato prodotti sanitari al proprio paese natale nel momento di difficoltà. Questi sono solo alcuni dei numerosi esempi della sensibilità e generosità della comunità cinese residente in Italia, che è parte integrante della nostra comunità e che ha dimostrato grande rispetto per la società italiana, praticando spontaneamente l'autoquarantena ed utilizzando le mascherine come prevenzione dei contagi già da Gennaio 2020, molto prima che venisse raccomandata nei provvedimenti del Governo Italiano e delle autorità regionali. Inoltre molti esercizi commerciali cinesi in Italia hanno chiuso per prevenire il diffondersi dei contagi, sacrificando così i propri guadagni economici. Molte altre imprese cinesi in Italia hanno altresì applicato fin da subito lo smart working per tutelare la salute dei propri dipendenti e clienti.

Anche l'Unione Europa dovrebbe fare la sua parte, concedendo più flessibilità di spesa agli Stati membri in questo momento di emergenza e attuando una vera strategia comune per fronteggiare le sfide poste in campo dal coronavirus. Ad esempio è stata proposta l'istituzione di un'agenzia europea per l'acquisto dei materiali sanitari sui mercati internazionali per fare fronte al crescente fabbisogno che presto riguarderà tutta l'Europa.

Infine, oltre all'aspetto sanitario, non bisogna sottovalutare le conseguenze economiche e sociali di questa emergenza. Il Governo italiano così come il Governo Cinese si sta già attivando per dare respiro alle famiglie ed alle imprese colpite da questa situazione. Auspichiamo che queste misure diventino sempre più incisive ed efficaci per assicurare che l'Italia e la Cina rilancino la loro immagine internazionale e ritornino alla normalità il prima possibile, ripartendo più forti di prima.

你们好！我们正在共同面对历史性的全球挑战。不久前，谁都没有想到我们现在会处于这样的情况。不幸的是，全球卫生紧急事件是一个严重影响到我们每个人的问题，并且正在改变我们的生活方式。

Covid-19新冠病毒在全球范围内迅速蔓延，意大利成为受疫情影响最严重的国家之一，意大利总理孔特周一2020年 3月9日宣布，为了应对新冠病毒疫情，意大利把封城的范围扩大至全国，采取严格的限制性措施来阻止人们聚集感染，暂时关闭学校，停止社会文化体育活动至2020年4月3日。2020年3月11日新的总理令出台进一步的限制措施，至2020年3月25日暂停所有零售商业和与个人服务有关的活动（包括理发店、美容院等）。食品和生活必需品的销售、书报亭、烟草店，药店等除外。此外，银行、金融、保险服务以及农业食品部门的生产和分销仍要遵守卫生和健康标准。

统计数据显示，意大利疫情之严重仅次于中国，不幸的是，许多其他欧洲国家也紧随其后。数据不断更新，并且迄今为止的数据显示确诊病例在几天内急剧增加。例如，西班牙、法国和德国都出现超过2000例确诊病例。

这两个多星期以来，意大利在国际形象方面付出了沉重的代价，因为它负责任地选择以最大的透明度立即应对这一全球挑战，将欧洲公民的健康和安全放在首位。同样，在过去的两个多月时间里，中国付出了巨大的经济和社会牺牲，承担起遏制疫情蔓延至其他国家的责任，与国际社会合作并分享其防疫知识和经验以及在短时间内取得的成果。像中国人一样，意大利人现在也开始遭受世界范围内的歧视和种族主义迫害。由于信息失真且过多，意大利和中国常常被描绘成“瘟疫之国”，要与外界隔离并保持一定距离。

在这个特殊而敏感的时刻，中国和意大利两国表达了相互之间的友谊和支持，加强了两国的外交关系。今年是中意建交50周年。之前意大利和世界各地的华侨华人，意大利与国际社会以及意大利政府动员起来后，帮助了当时困难重重的中国，现在轮到中国来帮助意大利。2020年3月10日，在中国国务委员兼外长王毅同意大利外长迪马约的电话中，中国已承诺向意大利提供1000台肺呼吸机，5万个病毒检测试剂盒，2万套防护服，10万尖端科技口罩和200万普通医用口罩。两位外长还讨论到启动两国间的医疗卫生技术合作。2020年3月11日，来自四川大学华西医院的医生，与中国红十字会总会派遣的志愿专家团队集合，启程赶赴意大利，将与意大利同行们交流分享抗疫经验，促进双方在医疗卫生领域的合作。此外中国的地方政府省市企业协会和在意的众多华人协会已动员起来筹集资金，并向意大利医院和整个意大利社会捐赠了口罩和医疗用品。以我的故乡温州为例，欧洲大部分的中国人都来自温州，一项筹款活动已经启动来帮助意大利对抗疫情。 2020年3月1日，由温州当地公司生产并由温州眼镜商协会捐赠的2600副价值20万元人民币（约合28,690美元）的防护眼镜已被装上飞往都灵的飞机。 2020年3月3日，意大利中国学校总工会向伦巴第大区捐赠了3万只一次性手套，600个FFP3口罩和400套防护服。2020年3月11日，浙江省第一批驰援海外侨胞抗击新冠肺炎共计26.4吨的物资已从杭州发往意大利，1月的时候在意华人华侨曾捐赠大量物资帮助当时处于困难中的中国。这只是在意华人华侨展现出的共情和慷慨的众多例子中少少的几个，因为他们也是意大利社会不可或缺的一部分，并且对意大利社会表现出极大的尊重，自2020年1月以来就自发实行自我隔离并使用口罩来预防传染，早在意大利政府和地区当局采取措施之前就已实施。此外，许多在意大利的中国企业已关闭，以牺牲其经济利益来遏制病毒传播。意大利的许多其他中国公司也立即采用了智能工作，以保护其员工和客户的健康。

欧盟也应尽其职责，在这样的紧急时刻给予成员国更大的财政支出灵活性，并通过实施一项真正的共同战略来应对新型冠状病毒带来的挑战。例如，已提议建立一个欧洲机构在国际市场上购买卫生和医疗用品，以满足日益增长的需求，而这个需求不久将影响整个欧洲大陆。

OPEN LETTER

Dear Leaders, Clients and Friends,

we are together writing a new page of history. Until recently, we never imagined to be in a situation like this. Unfortunately, the global health emergency is a problem that affects each of us closely and that is changing our style of life.

The rapid spread of covid-19 globally has made Italy become one of the countries most affected by the epidemic. So to try to stop the contagions, the Italian government first with the Decree of March 9, 2020 declared the whole national territory "red zone", applying stringent restrictive measures to avoid gatherings of people with consequent temporary closure of schools and suspension of cultural, sport and social events until April 3, 2020. Then with Decree of March 11, 2020 it suspended until March 25, 2020 all retail commercial activities and activities related to personal services (including hairdressers, barbers, beauticians), except for the sale of food and first necessity goods, newspaper shops, tobacco shops, pharmacies and parapharmacies. In addition, banking, financial, insurance services as well as the production and distribution of the agro-food sector and the industrial production remain guaranteed, in compliance with hygiene and health rules.

Italy, after China, is now the second country in the world for deaths and infections from Covid-19 and many other European countries are unfortunately following in its footsteps, as shown by the statistical data. Data, which is constantly evolving and which to date has shown a dizzying infections increase in a few days. Spain, France and Germany, for example, quickly exceeded 2,000 infections in their respective countries.

For more than two weeks, Italy is losing its international image for its responsible choice to immediately face this global challenge with the utmost transparency, putting the health and safety of citizens in Europe at the first place. In the same way, for more than two months China, facing as Italy huge economic and social sacrifices, assumed the responsibility to contain the contagion in other countries, collaborating and sharing its know-how and achieved results in this short time with the international community.

Like the Chinese, Italians are now also beginning to suffer from episodes of discrimination and racism around the world. With the complicity of a distorted communication, fueled by an overabundance of information that is not always true, Italy and China are unfortunately often painted as the "plague guns" to be isolated and kept at a distance.

Italy and China, on the other hand, are facing this emergency with extreme professionalism, humanity and competence, obtaining praise from the World Health Organization (WHO). Italy in its emergency plan is gradually drawing inspiration from the measures already adopted by China, which have been defined by the WHO as the only effective measures at this time to combat the virus. China is winning the battle against the virus and is gradually returning to a normal life, with a downward epidemic trend. As of March 12, 2020, China has recorded a total of 80,796 infections, but the healed have risen to 62,826. In Italy, on the same date, the number of infections increased to 15,113 and 1,258 recovered. So this virus can be defeated, only if drastic measures such as Chinese ones are adopted.

However, the different Italian political and cultural context means that the drastic measures to contain the contagion adopted by China are difficult to accept and implement promptly in Italy. These measures are often perceived as a deprivation of personal freedom, when instead they should be taken as an act of social responsibility towards the weaker sections of society such as the elderly, minors, the disabled and all the sick people who we have the duty to protect , avoiding the collapse of the national health system and the overload of civil protection and other public forces. The battle against the virus must be fought patiently and with our individual behaviors, but above all we can only win together.

It is not a time for political divisions, selfishness and controversy. We must all row in the same direction and follow the government's recommendations.

From these sacrifices, opportunities could also arise, such as the strengthening of international cohesion, the development of digitization in public services and private work, greater environmental sustainability and a change of global mind towards a more sustainable qualitatively lifestyle. In this delicate phase, China and Italy expressed friendship and support to each other, strengthening their diplomatic ties, whose 50th anniversary is being celebrated this year. Other provincial and municipal institutions, Chinese associations and businesses from China and numerous Chinese associations and businesses in Italy have started to raise funds and donated masks and health products to Italian hospitals and to the entire civil community. For example, from Wenzhou, my hometown, from which the majority of Chinese residents in Europe come, a fundraising campaign was launched to help Italy fight the coronavirus epidemic. On March 1, 2020 a load of 2,600 pairs of protective glasses, worth 200,000 yuan (about $ 28,690), produced by local companies and donated by the Wenzhou opticians association, was loaded onto a plane bound for Turin. On March 3, 2020 the General Union of Chinese Schools in Italy donated 30,000 disposable gloves, 600 FFP3 masks and 400 protective suits to the Lombardy Region. On March 11, 2020 a shipment of 26.4 tons of sanitary products donated by the Zhejiang Province left to help the Chinese community in Italy, which in turn had donated sanitary products to its native country in times of difficulty. These are just some of the numerous examples of the sensitivity and generosity of the Chinese community residing in Italy, which is fully part of our community and which has shown great respect for Italian society, spontaneously practicing the self quarantine and using protective masks as a prevention of infection since January 2020, long before it was recommended in the measures of the Italian Government and regional authorities. In addition, many Chinese businesses, restaurants and shops in Italy have closed to prevent the spread of infections, thus sacrificing their economic gains. Many other Chinese companies in Italy have also immediately applied smart working to protect the health of their employees and customers.

The European Union should also do its part by giving Member States more spending flexibility in this time of emergency and by implementing a genuine common strategy to address the challenges posed by the coronavirus. For example, the establishment of a European agency for the purchase of sanitary materials on international markets has been proposed to meet the growing need that will soon affect all Europe.

Finally, in addition to the health aspect, the economic and social consequences of this emergency must not be underestimated. The Italian government as well as the Chinese government are already taking steps to give breath to the families and businesses affected by this situation. We hope that these measures will become increasingly incisive and effective to ensure that Italy and China re-launch their international image and return to normal as soon as possible, starting out stronger than before.
